Developer DevCore Property Group has added more than 3,500 new homes to its national pipeline of regional projects, with Bundaberg Regional Council approving its $1.1 billion, 1,600-home Coral Cove Ocean Estate in Queensland’s Wide Bay-Burnett region. The green light comes on the back of another in NSW’s Riverina region, with DevCore receiving in-principle support from Wagga Wagga City Council for its $2.5 billion, 2,100-home Rowan Village estate.
The combined $3.6 billion investment from DevCore is underscored by robust population growth in both regions. Wide Bay-Burnett is Queensland’s fastest-growing region, while Wagga Wagga remains NSW’s largest inland city.
Both masterplans will create vibrant new regional communities and deliver thousands of new homes - providing much-needed housing choice while unlocking long-term value and lifestyle benefits for these rapidly growing regions.
DevCore now has seven projects currently underway across Australia, set to deliver a combined total of over 5,000 homes alongside seven land-lease retirement villages and retail Village Centres over the next 10 years.

Located on Coral Cove Drive in Coral Cove, just 20 minutes from Bundaberg and 50 minutes from Hervey Bay, Coral Cove Ocean Estate spans over 220 hectares and sits at the southern tip of Queensland’s iconic Great Barrier Reef.
Coral Cove Ocean Estate has been designed to integrate seamlessly with its coastal setting while providing modern, family-friendly living options for locals and sea-changers alike. The first 400 residential lots at the expansive estate will now be developed, boasting stunning ocean views and lush natural surrounds, alongside access to the established 18-hole championship golf course, playgrounds, retail, dining options and pristine beaches.
The masterplan also comprises a brand-new future clubhouse and tavern, 2.5-hectare neighbourhood park, and proposed Village Centre. DevCore will upgrade two external intersections on Elliott Heads Road at Barolin Homestead Road and Inness Park Drive - enhancing traffic flow within the area and minimising impacts to the broader road network.

The coastal estate is being released and developed over multiple stages, with the entire masterplan anticipated to be delivered over a 10-year period.
DevCore’s commitment to regional Australia continues in NSW’s Riverina Region, where its 220-hectare Rowan Village project in Wagga Wagga has received in-principle support from Wagga Wagga City Council. Designed to reflect best practice in urban planning, the masterplan is situated between Holbrook, Lloyd and Rowan Roads within Wagga Wagga’s Southern Growth Area, less than 15 minutes from the Wagga Town Centre.
With approximately 2,100 dwellings proposed, Rowan Village will comprise a diverse mix of housing types, including seniors’ living.
The new neighbourhood will be supported by parks, pathways, a vibrant village centre, and a network of community spaces designed to foster wellbeing and inclusivity. The masterplan also offers proximity to over 20 primary schools, walking trails and scenic spots, including the Murrumbidgee River. A proposed Village Centre will include a supermarket, medical centre, childcare centre, café, restaurant and chemist.

It will feature a range of homes and land packages catering to first home buyers, upgraders, downsizers and investors. The masterplan also includes provisions for a new school next to a future neighbourhood oval, with DevCore engaging with the NSW Department of Education and private schooling providers to explore development opportunities.
Rowan Village will be released and developed over 20 stages, with Stage One currently being assessed by the NSW Department of Housing and Infrastructure (DHI). Development Approval is slated for early 2026, with construction expected to start in 2027 and be delivered over a 10-year program.
